After the 80s and afterwards, public projects in Turkey were operationalized through build-operate-transfer model and numerous similar systems. In the following process, the share of private sector in public projects has increased day by day. Finally, the Public-Private Partnership (“PPP”) system, which is a project-based partnership between the public and the private sector, has gained weight in the attractive projects such as highways, bridges, city hospitals, airports, power plants and similar projects. The fact that many public projects are being implemented in our country today with this method reveals the importance of the PPP system.
